yes, you can customer UI layout.
for CPU mode, PDF layout is ViewLib/res/layout/pdf_layout.xml
and ViewLib/res/layout/pdf_gllayout.xml for opengl mode.

Dear rgaray,
Considering a lot of differences between RadaeePDF's Android and iOS SDKs, in Xamarin plugin you can't customize UI because it's passed a pdf reader's Activity in Android and a pdf reader's ViewController in iOS.
You can customize reader's appearence as you could see in  this knowledge base .
If you would like, you could share us a mockup of how you would like the UI by sending a ticket in sales category.
