Cordova for Windows UWP

Hi,
I'm a little bit confused between all the version of you SDK. I have an app containing a pdf viewer that I would like to compile for Windows (UWP), iOs and Android.
The best would for us to do that with a cordova plugin, in order to have almost the same common code, but I from what I see on your product page, there is no version of cordova plugin for Windows. I looked at Xamarin plugin but it also seems to only focus on iOs and Android.
So my question is : With all your products, is there a way to develop a cross platform pdf viewer (windows uwp, ios and android) with only one sdk technology ?

I confirm that actually both Cordova and Xamarin modules are targeting iOS and Android only.
We're evaluating to introduce Xamarin-like API on Windows UWP.
Actually, due to MS architecture, Cordova support shall not enter in our roadmap.
