did you add these codes to WMAppManifest.xml?
<FunctionalCapabilities>
<FunctionalCapability Name="ID_FUNCCAP_EXTEND_MEM" />
</FunctionalCapabilities>
there are memory usage limit for each App, low memory device has 150M default.
and become 180MB after add ID_FUNCCAP_EXTEND_MEM, it is enough for most PDF files.
