Can I edit the package name or boundle ID of Active keys?

I get some informations from this URL. But I have some questions:
1. How many times do I have to change the bundleID.
2.How long does it finish change.
3.what does the "The letter should contain the following phrase" mean?

Activation keys can be changed only due to mistakes, modification due to marketing reasons, property of application change.
The activation key can't be changed for removed application from the store to recycle the activation itself in different application.

Normally we allow change within very few months and the procedure is always under our manual check and approval.

Normally change is a quick activity and is executed in few days due to some check as said above.

You should write a letter and sign it. The letter should say that you won't use old key anymore.
