How to create a new PDF page in the last page of the document? the method Newpage(int a,int b,int c) can not

Hi,
what kind of license do you have?
To use this method you need a Premium license as written here .

I also suggest you to look at NewPage method of PDFTestAct class of RDPDFReader demo project, it shows how to add a page to a pdf.
