Licensing for very, very similar applications

Our application comes in two variants: a "master" and a "slave"(on another tablet). These applications share for >98% the same code. They actually work together to provide a single user behaviour on two tablets put next to each other,

Is this covered by a single license, or would we havbe to buy two licenses?
