I did a clean install of the demo code
removed and re-added the plugin
removed and re-add iOS platform
add set toolbar code to ActivateLicense function (after the activate block)
added a console.log('about to run set toolbar'); to just before RadaeePDFPlugin.setToolbarEnabled
clean build for iOS
ran on iPhone 11 (sim)
clicked activate license button
got 'about to set toolbar' log entry
*** NO MESSAGE SUCCESS OR FAIL FROM RadaeePDFPlugin.setToolbarEnabled function code block ***
got 'Success: License activated' log entry
loaded 'Asset' PDF by clicking button
PDF loaded full screen... no toolbar or back button

We can't reproduce your issue with RadaeePDF Cordova's demo version
The only way that we make us able to reproduce your issue is send us your project
If you prefer to not send us your code please prepare a sample project where we could recreate your situation
