Function vSetLock allows you to lock scrolling or zooming, but not both. Our app requires the ability to lock all movement while a user is creating annotations.

yes, currently, you can just lock 1, lock zooming or lock moving.
to lock all: do not pass TouchEvent to PDFView object while creating annotations.
