If. we draw something when page is zoomed in and we zoom out.
Ink drawing resizes as the page size.
Is there, anyway we can prevent that?

This is the standard behaviour, the ink annot scale is based on the current pdf zoom scale.
If you draw an annotation it keeps the scale used while drawing.
